HCP Terraform is a hosted Workspace Overview desk: you open a resource table, and Free is $0 (up to 500 managed resources). Use it when the job is a workspace you start at a public $, not when you need a $20 chat seat.

What makes it unique: the cover is HashiCorp’s official Workspace Overview (hashiedu-standard / learn-hcp-terraform, workspace ID ws-X9wd44Rn3b8mYmYg, 18 resources, latest run Applied via UI +16, rows ubuntu / hashicorp/aws / data.aws_ami, available, app_server) from the tutorials still — not a pricing card. The rows themselves are ops of Overview.

Verified 2026-10-23 (Asia/Shanghai) from HCP Terraform subscription plans plus the printed IBM HashiCorp pricing table. HashiCorp marketing pricing URLs returned 429 on fetch; we did not invent those tiles.

• Free — $0. Up to 500 managed resources. Remote execution, VCS, private module registry, SSO, policy, run tasks. No charge for those 500.
• HCP trial credit — USD 500 trial credit across the HashiCorp Cloud Platform (IBM pricing page).
• Essentials — USD 0.00013 per Resource Under Management (RUM) hour (IBM table). Pay-as-you-go beyond Free.
• Standard — USD 0.00064 per RUM-hour (IBM table). Governance / cost estimation / enhanced security on the developer overview.
• Premium — USD 0.00135 per RUM-hour (IBM table). Audit logging, custom RBAC, priority support on the developer overview.
• Add-ons — IBM Terraform Remote Concurrency and Agent Concurrency add-ons print on the same IBM page (Standard / Premium). Confirm the live add-on quote — we do not mix other IBM product rows into this tile.

Each partial hour bills as a full hour; the peak managed-resource count in that hour is the charge. Confirm checkout; taxes follow your location. Contract / Europe orgs are a sales path.

Limitations / costs

• Free hard-caps at 500 managed resources. Overflow is Essentials+ RUM-hour.
• Paid dollars live on IBM, not on developer.hashicorp.com. The overview names plans; the $0.00013 / $0.00064 / $0.00135 figures are the IBM RUM-hour table we fetched.
